To ensure a level playing field for the infocomm industry and the protection of consumers, IDA issues guidelines on acceptable practices in various areas ranging from such as Interconnection and Access to Spectrum and Numbering Management, Competition Management and the Next Generation Nationwide Broadband Network.


Code of Practice

Telecom Competition Code

To ensure the smooth transition between the Code of Practice for Competition in the Provision of Telecommunication Services 2005 (Code 2005), the Code 2010 and the Code 2012, IDA has drafted the necessary transitional provisions within the Code 2012. View Telecom Competition Code .

Postal Codes of Practice and Notifications

Part IVA of the Act sets out the basic legal framework for IDA to regulate parties who acquire control over designated postal licensees. Section 26H(1) of Part IVA of the Act provides that IDA may, with the approval of the Minister, make regulations to carry out the purposes of that Part. Internal Wiring

The Code of Practice defines the exemplary wiring workmanship and practices which the licensed telecommunication wiring contractors and installers are required to comply with. It supports the licensing scheme by ensuring good quality of performance of the telecommunication wiring and better aesthetics of the premises. For more details, click here to download the pdf file.

Infocomm Facilities in Building COPIF

On 21 Aug 2008, IDA released the COPIF 2008 and the accompanying Guidelines For Info-communications Facilities in Buildings. The COPIF 2008 and the Guidelines will come into effect on 15 Sept 2008 and replace the existing COPIF 2000 and its addendum.

Code of Practice for Provision of Premium Rate Services

Over the past 2 years, IDA has noticed a significant increase in the number of consumer complaints against IDA licensees who provide premium rate services (“PRS”) over the public telecommunication networks (hereinafter referred to as “PRS Providers”). Next Generation National Broadband Network NetCo Interconnection

On 25 February 2009, IDA issued a NetCo Interconnection Code in exercise of the powers conferred by section 26(1) (a) to (c), (f) and (g) of the Telecommunications Act (Cap. 323) (the "Act").

Next Generation National Broadband Network OpCo Interconnection

The OpCo Interconnection Code is intended to, inter alia, specify the pricing, terms and conditions of Nucleus Connect Pte Ltd's ("Nucleus Connect") services under the Interconnection Offer, and the obligations of both Nucleus Connect and persons requesting such services from Nucleus Connect.

Fixed Number Portability Guidelines New

This document describes the technical approach for the deployment of fixed number portability (FNP) service by the facilities based operators offering fixed line level 6 voice service.

* Following the implementation of the Telecom Competition Code 2010 on 21 January 2011, references made in the Guidelines to the previous Telecom Competition Code 2005 are updated to reflect the Telecom Competition Code 2010. IDA will next review the related advisory guidelines, such as the Telecom Competition Guidelines and the Reclassification and Exemption Guidelines, to ensure that they are updated and consistent with the Telecom Competition Code 2010. Nonetheless, prior to the completion of such a review, IDA will continue to apply, where relevant, the principles encapsulated under such advisory guidelines in IDA's implementation of the Telecom Competition Code 2010.

** The FNP Guidelines, prepared by the existing fixed telephony service providers using level "6" numbers, describes the current implementation of FNP amongst these operators. Notwithstanding, new FBOs who intend to offer or will be offering fixed telephony service using level "6" numbers, are free to adopt the existing or any other workable alternative solution to implement FNP. Please contact the existing operators (via the contact information on page 4 of the FNP Guidelines) for more information.
