Equipment Registration Framework
This framework outlines the procedures to be followed and requirements to be fulfilled by equipment suppliers seeking to register their telecommunication equipment for sale and use. Details are given in the document entitled "Guide for Registration of Telecommunication Equipment".

Spectrum Management
Spectrum refers to the frequencies which are used by various radio-communication services. As it is a limited resource, IDA plays a key role in managing its allocation and use so that it can be harnessed efficiently to deliver services such as mobile, fixed, satellite, short-range devices and broadcasting.

Numbering
As the telecommunication industry regulator, IDA controls the numbering resource and manages the National Numbering Plan. The Plan provides a set of rules and guidelines for allocating numbers to public telecommunication service operators. This helps ensure the adequacy of telecommunication numbers for use in Singapore.

Standards and Quality of Service
IDA regulates the use of telecommunication equipment in Singapore based on standards that specify the minimum technical requirements for the equipment. We also set and monitor Quality of Service (QoS) standards to regulate the performance of key services offered by operators, ranging from basic telecom to mobile and Internet access services.

Competition Management
As a regulator, IDA is focused on promoting and preserving the competitiveness of the telecoms sectors in Singapore. We do this by enforcing competition frameworks such as Telecom Competition Code and Accounting Separation Guidelines, ensuring that licensees comply with the established price control regulations and minimum Quality of Service standards, and reviewing mergers and acquisitions.

Interconnection and Access
Interconnection is key to effective competition in a multi-network, multi-operator environment. IDA plays an active role in ensuring just, reasonable and non-discriminatory interconnection and access agreements involving dominant licensees, requiring the dominant licensees to provide interconnection and access-related services under its reference interconnection offer.

Next Gen NBN Infrastructure
OpenNet has been selected as the Network Company and Nucleus Connect as the Operating Company to design, build and operate the passive and active infrastructure for the Next Generation Nationwide Broadband Network. The two parties have to provide other service providers with open access to the Next Gen NBN infrastructure through an Interconnection Offer or a customised agreement.

Postal
IDA is responsible for the administration of the Postal Services Act, which governs postal services in Singapore. Under this role, IDA has the power to grant, modify and suspend licences, and to give directions, issue codes of practice and standards of performance for the sector.
