Network Management by Residential Fixed Broadband Internet Access Service Providers
As the Singapore infocomm regulator, IDA seeks to ensure that Internet access service providers will provide a reasonable level of service quality for Internet services in Singapore.
In the case of fixed broadband services that are provided to residential end-users, IDA is aware that some service providers may manage their networks to optimise the quality of their services to subscribers in general. For example, a service provider may need to manage the amount of bandwidth consumed by bandwidth-intensive internet applications, especially during peak hours when there is a high demand for bandwidth, so that there is sufficient bandwidth to cater to the needs of users of other internet applications.
Given that such network management practices may affect different groups of Internet users differently, it would be beneficial for consumers to have a better understanding of the broadband service providers' network management practices. This information would put them in a better position to make informed decisions and to select the broadband service plan and service provider which best meet their needs.
IDA has thus worked with the providers of residential fixed broadband internet access services to provide consumers with more information about their network management policies.
