Equipment Registration Framework

This framework outlines the procedures to be followed and requirements to be fulfilled by equipment suppliers seeking to register their telecommunication equipment for sale and use. Details are given in the document entitled "Guide for Registration of Telecommunication Equipment".

Equipment registration is based on the submission of the Supplier's Declaration of Conformity (SDoC). The SDoC signifies that the supplier has carried out conformity assessment on the equipment to IDA's Standards . The supplier declares equipment conformity based on results of conformity assessment, supported by test reports and technical documents.

IDA accepts test reports, which present test results of equipment testing done according to IDA's Standards by (i) testing labs recognised by IDA under a phase I mutual recognition arrangement; (ii) testing labs accredited by accreditation bodies recognised by IDA; or (iii) equipment manufacturers.

IDA also accepts equipment certification by local or foreign certification bodies recognised by IDA under a phase II mutual recognition arrangement.

Registration of Telecommunication Equipment

With effect from 25 April 2013, the enhanced equipment registration is extended to include Integrated Receiver Decoder (IRD) for use with the 2 nd -generation Digital Terrestrial Television broadcasting system (DVB-T2).  Equipment manufacturers/suppliers who are ready with DVB-T2 receivers that are compliant with the Technical Specification for DVB-T2 IRD, which is jointly published by IDA and MDA, may register the equipment with IDA. To provide sufficient lead time for equipment manufacturers/suppliers to comply with the Technical Specification and to be ready for the purpose of equipment registration, the effective date to comply with the Technical Specification will be from 1 November 2013.  Equipment manufacturers/suppliers shall ensure that all DVB-T2 receivers to be sold for local use are compliant with the Technical Specification and registered with IDA from 1 November 2013 onwards.

As part of IDA’s continuous effort to streamline the equipment registration processes and reduce business cost, the following changes are implemented with effect from 25 April 2013 with the amendment of the Telecommunications (Dealers) Regulations:

(i)    Extend the enhanced equipment registration to include (a) short range devices operating in the 9 – 315 kHz; and (b) induction loop devices operating in the 16 – 150 kHz at higher field strength of 66 dBuA/m @ 10m;

(ii)    Allow the transfer of registration of telecommunication equipment  between telecommunication dealer’s licensees; and

(iii)   Reduce the registration fee for subsequent model in the same family series to $50.
