To encourage local infocomm companies to break out of the labour-intensive service model and accelerate the transition towards a product- or cloud-based business model, it is necessary to support the hiring of additional manpower resources with the relevant productisation expertise, engaging 3 ^rd party experts, or training their existing manpower on skills and bring them through the productisation process.  These new capabilities acquired will help these companies sustain the productisation momentum as the skills can be utilised for future product development efforts.
