The Info-communications Development Authority of Singapore ("IDA") is issuing the Smart Cities Capability Development (Stage 1) Call for Collaboration document ("Stage 1 Document") to invite industry players to submit Expression of Interest responses ("EOI Responses") to indicate their interest in participating in a collaborative journey to develop prototype solution(s) with IDA in support of its smart cities initiatives.

Background

Urbanisation is consistently recognised as one of the top megatrends that will have a major impact on city infrastructure. Analysts have predicted that over 40 global cities will be smart cities in 2020, as cities invest in smart features such as smart economy, smart buildings, smart mobility, smart energy, smart information communication and technology, smart planning, smart citizen and smart governance.

Information and communication technologies are key enablers that underpin smart cities efforts, and these will increasingly be embedded in the fabric of smart cities, changing the way city operations and planning are performed.

Each city has its unique environment, and there are potentially diverse technologies involved in the development of smart city solutions for Singapore.

Objectives

Through this Call for Collaboration ("CFC"), IDA is looking to work with industry players to embark on a collaborative journey to:

1. co-create and refine the requirements and specifications for technological platforms in support of Singapore's effort to develop smart city capabilities;
2. develop the industry’s smart cities capabilities (e.g. solutions and manpower); and
3. co-create intellectual property where opportunities arise.
   
   

Timeline of Events

The CFC will adopt a two-stage process. Industry players who submit an EOI Response pursuant to the Stage 1 Document and fulfil the qualification criteria set out in the document will be shortlisted to participate in Stage 2 of the CFC process as a potential consortium lead, and will receive the document for the Smart Cities Capability Development (Stage 2) Call for Collaboration ("Stage 2 Document").
