OpenNet Pte Ltd (“
OpenNet
”) was selected to build, operate and maintain the passive infrastructure of the Next Gen NBN as the Network Company (“
NetCo
”). On 30 October 2009, IDA approved the NetCo Interconnection Offer (“
ICO
”) for OpenNet to offer certain Mandated Services to its Requesting Licensees (“
RLs
”). The provision of co-location service is part of the Mandated Services under Schedule 12 (Co-Location Service) to the ICO.
Under Schedule 12 to OpenNet’s ICO, OpenNet provides co-location services of up to a heat load limit of: (a) 900 watts per square metre; and (b) 1.5 kilowatts per rack at its Central Offices (“
COs
”). As more equipment with higher heat load is deployed in OpenNet’s COs, additional cooling facilities are required. On 9 May 2012, IDA approved the terms and conditions for OpenNet to offer supplementary cooling services at its COs under Schedule 12B (Co-Location Supplementary Cooling Service) to its ICO.
Subsequently, the Co-Location Space at several OpenNet COs reached near full utilisation and additional Co-Location Space was required. IDA approved OpenNet’s Schedule 12C (Co-Location Space & Service in New Co-Location Room) on 20 February 2013 for OpenNet to offer additional Co-Location Space. In the approved Schedule 12C, OpenNet had structured the cooling service to be part of the co-location space service offer.
In order to align the offers of co-location service, OpenNet has submitted a proposed set of terms and conditions, to merge Schedule 12 – Co-Location Service, Schedule 12B – Co-Location Supplementary Cooling Service and Schedule 12C – Co-Location Space & Service in New Co-Location Room) into a new Schedule 12 – Co-Location Space & Service in Co-Location Room 1 & Co-Location Room 2 (“
New Schedule 12
”), for IDA’s approval. In addition, OpenNet has proposed a different charge for Tuas CO from the other COs given the difference in the heat load limit for Tuas CO and the fact that there is currently no demand to align the heat load limit for Tuas CO with that of the other COs. OpenNet has also provided the associated changes to the Main Body of the ICO, Schedule 15 (Charges) and Schedule 18 (Dictionary).
IDA hereby invites interested parties to submit written comments regarding OpenNet's proposed New Schedule 12
