Hybrid Skills Development Programme
Objective
The Hybrid Skills Development Programme (HSP) aims to provide professionals with the skills and expertise to develop relevant infocomm solutions for businesses in four key economic sectors such as Financial Services, Healthcare, Hospitality and Logistics.
Programme Description
The programme provides funding support for professionals who wish to acquire domain knowledge through training courses, industry-recognised certification examinations and industry attachments / on-the-job training.
Funding support is also available for education service providers to deliver workshops for professionals to acquire domain knowledge and enable them to develop infocomm applications through projects and hands-on, practical learning.

Note:
HSP
does not support
Goods & Services Tax (GST), registration and membership fees, rebates, incentives, discounts or any training grants offered by the education service providers, testing centres or any other organisations in relation to the endorsed courses and certifications.
Eligibility Criteria
To be eligible for funding support under HSP,

The Trainee must:
-
Be a Singapore citizen or Singapore Permanent Resident.

Meet the admission criteria set by the Course Provider or Certification Awarding Body for the endorsed course and/or certification Only training courses and certifications
endorsed under the stipulated HSP term
will be supported.

Be enrolled by the endorsed course providers or testing centres for their intended courses or certifications on their behalf in the ICMS system before the commencement of the training courses or certifications.

Commence all training courses or certification examinations between 1 April 2011 and 31 March 2012 (or otherwise stipulated by IDA).

For Organisation-Sponsored Trainees:
-
The sponsoring organisation must be incorporated or registered in Singapore.

Local Government Agencies and Institutes of Higher Learning (IHL) cannot be the sponsoring organisations. Employees of these organisations can however qualify for HSP under self-sponsored category.

For Course and Certification Fees Support:
The trainee must complete the course and pass all examinations required by the certification or post- training assessment within 12 months from the course commencement date:

meet the minimum 75% attendance of the training course as per endorsed roadmap;

complete and pass the project work (applicable to Emerging Infocomm Skills with Project Work Component); and
-
achieve the final certification status (applicable to certifiable programmes only)

For Certification Fee Support:
The trainee must pass all examinations required by the certification and achieve the final certification status within 12 months from the commencement date of the first examination. For Emerging Infocomm Skills with Project Work Component, the trainee is required to complete and pass the project work.

The Training Provider must comply to the following conditions :

e registered in Singapore.

To seek course endorsement, the entire course duration (including training, certification and/or assessment) should be a minimum of
3 days
and a maximum of
12 months
. In addition, the training course should incorporate a practical project work component which takes up
at least 30% of the total curriculum hours
. For certification endorsement, the duration to complete the examination(s) required for the certification roadmap should not exceed
12 months
.

For non-certifiable courses, the course must have post-course assessment, test, and/or project to test the trainees' understanding.

The course and/or certification can/should be:
-
Conducted on a full-time or part-time basis.
-
Sustainable and offered to the public for a reasonable period of time.
-
Conducted locally.
-
Not supported under other training incentive scheme(s).
-
The course and/or certification provider must have adequate resources to manage the training administration, assessment / examination, record maintenance and communication on HSP.

There should be positive track records or feedback from trainees, attesting to the course provider's training effectiveness.

New courses and/or certifications may be considered on a case-by-case basis.
Application Procedure
All course endorsement and claim applications must be submitted online via the online system known as Infocomm Competency Management System (ICMS). Upon successful submission of online applications, the applicants must submit the supporting documents to IDA.
