Introduction

The Info-communications Development Authority of Singapore (“IDA”) is issuing a Call for Collaboration (“CFC”) to invite interested Operators and Service Providers (“Participants”) to submit proposals (“Proposals”) for the proposed next phase of Wireless@SG programme, spanning from 1 April 2013 to 31 March 2017.

Background

The Wireless@SG programme was launched in 2006 to accelerate the deployment of high-speed wireless broadband and promote wireless broadband lifestyle amongst citizens and catalyse the wireless broadband market in Singapore. Since its launch, Wireless@SG has successfully catalysed Singapore’s wireless broadband market, and spawned an “always connected” culture amongst Singaporeans.

Over the last 6 years, through the Wireless@SG programme, three operators have invested in 7,500 hotspots, deployed in high human traffic venues across Singapore. As of June 2012, Wireless@SG adoption has grown steadily to 2.1 million subscribers, with usage hours also increasing by 12-fold to 25.2 hours per user per month.

Objectives

With the increased demand for wireless broadband by consumers and businesses, we envisaged an increased usage of Wi-Fi. As Wi-Fi uses unlicensed ‘shared’ spectrum resources, a fragmented Wi-Fi landscape with uncoordinated and possibly competing Wi-Fi deployments will likely lead to potential interference, network congestion and ultimately degradation of experience for the public.

This CFC for the proposed next phase of the Wireless@SG programme aims to achieve the following desired outcomes:

  • Efficient use of unlicensed Wi-Fi spectrum;

  • Continued coordination of public Wi-Fi deployments to provide an inter-roaming platform for any user from multiple Wi-Fi networks;

  • Platform to support the rapid wireless broadband growth in public places;

  • Continued availability of free basic Wi-Fi services for the masses;

  • Cost effective platform to enable innovation and increase enterprise adoption of wireless services.

Scope

Participants are invited to submit Proposals for the next phase of the Wireless@SG programme to provide and operate public Wi-Fi deployments that meet the key requirements stipulated below:

  • To provide free basic Wi-Fi services, with a typical speed of 1 Mbps for the general public till 2017. In addition, this CFC will also explore ways of increasing this typical access speed to 2 Mbps, or beyond.

  • To enhance registration and log-in process through the implementation of an interoperable SIM-based authentication mechanism by 1 April 2014 and the development of Seamless Secured Access (SSA) enablers for non SIM-based authentication. The aim is to achieve 70% combined SSA and EAP-SIM Wireless@SG user adoption by the end of the programme.

  • To jointly develop industry-accepted best practices for coordinated public Wi-Fi deployments.

Public Briefing and Networking Event

The "Next Phase of Wireless@SG CFC" Networking cum Dialogue Event was held on 19 September 2012 for operators, service providers, enterprises and venue owners to facilitate:

  • Exploration of leveraging the Wireless@SG network for the adoption of services for consumers and enterprises.

  • Discussion on potential challenges for public Wi-Fi deployments with the aim to formulate industry accepted best practices.

Proposal Submission

Five (5) hardcopies and one (1) softcopy (in a CD-ROM) of the Proposal should reach IDA no later than 25 October 2012 at 1600 hrs . All Proposals must be clearly marked as “ Next Phase of Wireless@SG Call-For-Collaboration (CFC) ”, and addressed to:
