This wing oversees Cluster Development and Government Chief Information Office (GCIO) functions.

The Cluster Development Group oversees the following functions:

• Innovative adoption of infocomm technologies to transform government agencies, business and economic sectors in the respective clusters for greater competitive advantage.
• Development of a robust and comprehensive service delivery framework and operating model for CIO services at government agencies.

GCIO champions the whole-of-government ICT initiatives to maintain Singapore Government's leadership position as an innovative user of infocomm technologies to delight customers and connect citizens.

With the changing engagement in government-citizen relationships, the adoption of Social Media, Web 2.0 Technologies and Mobile applications in government is facilitated by Citizen Engagment Division.
