Competition and Enabling Infrastructure Development Wing

This wing oversees five functions: Policy & Competition Development; Infrastructure & Services Development; Technology & Planning, Infocomm Security & Assurance and International.

The Policy & Competition Development Group formulates and implements policies relating to the economic and technical regulation, market access and competition development in the telecommunications and postal sectors. It aims to create a conducive infocomm environment that is pro-business and benefits consumers, contributing to Singapore's position as a premier global infocomm hub in the Asia-Pacific.

The Infrastructure & Services Development Group focuses on driving the successful implementation of national programmes in Next-Generation National Infocomm Infrastructure (Next Gen NII) and Next Generation Services.  The Next Gen NII, which enables Singapore to be ready for the opportunities of the Digital Age, has two components. Firstly, the Next Generation Broadband Network (Next Gen NBN) programme will spearhead the deployment of a pervasive wired ultra-high speed broadband network to all addresses (such as homes, offices and schools) and non-building address points (such as lamp posts and building roof-tops). Secondly, a Wireless Broadband Network (WBN) programme will catalyse the provision of high-speed wireless broadband network(s) to offer pervasive connectivity for Singaporeans 'on-the move'.  The Group also oversees the implementation of next generation enabling infrastructure and services such as the National Authentication Framework (NAF) and services such as multiplay services on Next Gen NGN and WBN.

The Technology & Planning Group works towards accelerating Singapore's transition into an infocomm knowledge hub. The various strategies include infocomm technology analysis, formulating technology roadmaps and directions, innovative exploitation and harnessing of infocomm technology.

The Infocomm Security & Assurance Division is dedicated to securing the infocomm environment in Singapore. It drives government-wide and nation-wide infocomm security programmes and operations. It also collaborates with other government agencies in cyber security.

The International Division aims at advancing Singapore's interest and influence international policy on infocomm at multilateral fora. It establishes G-to-G bilateral relations and champions the national interest in international ICT matters in order to create a conducive international environment for the infocomm industry.
