The Infocomm Development Authority of Singapore (IDA) has enhanced its telecommunication dealer licensing and equipment registration framework - a move which significantly simplifies licensing and equipment registration processes and offers telecom licensees more convenience and time and cost savings.
With effect from 15 April 2010, IDA has lifted the import control of all telecommunication equipment except prohibited telecommunication equipment or other equipment as determined by IDA. In addition, the period covered under IDA’s Dealer’s Individual (DI) Licence has been extended from one year to five years.
The Enhanced Simplified Equipment Registration (ESER) scheme, which enables free-of-charge and quicker turnaround time for equipment registration, has also been extended to cover more categories of telecommunication equipment such as cordless phones. ESER covers short-range/low power devices operating in industrial, scientific and medical (ISM) bands. ISM-band applications include consumer products such as wireless home data telemetry and security systems, keyless automobile entry systems, remote-controlled toys, WiFi- and Bluetooth-enabled computer peripherals and wireless audio applications.
Commenting on the new licensing regulations, Mr Leong Keng Thai, IDA Deputy Chief Executive and Director-General (Telecoms & Post) said, “The changes will streamline licensing processes and reduce business costs for dealers, which will encourage them to provide more competitively-priced, better and a wider range of infocomm product offerings to consumers. Overall, we will have a more vibrant infocomm market.”
The new regulations recognise that with the maturing of technologies and greater harmonisation of standards for telecom equipment, IDA can take a lighter touch approach to equipment registration. IDA believes this would allow for a more efficient way to ensure equipment compliance, while making it easier for telecom licensees here to thrive and contribute to the continued growth of the sector.
