The Telecommunications Standards Advisory Committee ("TSAC") has been formally established to provide IDA with telecommunications standards-setting recommendations. This includes the setting of standards for communication systems over multi-tier platform including radio-communication, broadcasting and fixed network communication, and interconnection of systems of network and service providers.

The IDA formed three Industry Working Groups (WGs) for the telecommunication industry to address various inter-operator technical and operational issues. This is in recognition that industry co-operation and self-regulation will become increasingly important in a competitive multi-operator multi-network environment after full liberalisation.
